Norway's first all-white pouch factory
NOR is the consumer brand from Den Norske Snusfabrikken, an independent manufacturer that opened its Våler factory in 2022 as Norway's first plant dedicated to all-white nicotine pouches.
Built by veterans of the all-white pouch industry
Behind the factory sits a small founding team with long-running pedigrees in the snus and nicotine pouch industry:
- Øyvind Simonsen, CEO: ran the Norwegian launch of EPOK, one of the earliest all-white brands brought to market, before founding the company.
- Tony Persson, technical lead: two decades inside Swedish Match, Philip Morris, Gallaher and British American Tobacco before moving across to build NOR.
- Lotta Båtemyr, head of quality: twenty years inside the same legacy multinationals, now responsible for quality control, production planning and procurement.
Recipe development, blending and packaging all happen under one roof at the Våler plant rather than via contract manufacturing.
The 24Nico-stocked NOR range
The 24Nico range covers six slim pouches across three strength tiers:
- Normal (6 mg per pouch, 8 mg/g): Mint, Peach, Licorice & Violet
- Strong (9 mg per pouch, 12 mg/g): Strawberry
- Xstrong (10.4–12 mg per pouch, 14–16 mg/g): Ice Mint, Peppermint
Ingredients are food-approved across the range and shared between variants: water, plant fibre (E460), nicotine, flavourings, xylitol and acidity regulator E500. Heavier mint variants add ammonium chloride for the cooling note.

Are NOR pouches tobacco-free?
